Citizen's Library Advisory Board
The Kilgore Memorial Citizen's Advisory Board provides advice or recommendations on library policies and collections developed by the library director. The board also offers advice to the library director regarding the preparation of an annual budget. Library Board members are appointed to five-year terms by the Mayor, subject to approval by the York City Council.
Current members with their terms in office:

- Susan Cox (term ends 2025)
- Mark Powers (term ends 2026), Vice-President
- Jake Owens (term ends 2027) President
- Deb Roberston
The Board's regular meetings are normally held the second Wednesday of January, April, July, and October at 5:00 p.m. in the library's meeting room.
